    Meeting Highlights


    Under New Business, the Board:

    • Approved courses, changes to existing curriculum and authorized their submission to the Illinois Community College Board (ICCB) for action, effective on the dates listed.
      New Courses:
      • MATH 1409 Beginning and Intermediate Algebra (Effective 8/1/2024)
      • MATH 1411 Support for Statistics, MATH 1412 Support for College Algebra (Effective 8/1/2024)
      Curriculum Changes:
      • Changed Credit Hours in Agricultural Mechanics Certificate from 30 to 33. (Effective 8/1/2024)
      • Changed Credit House in Diesel Technology Certificate from 30 to 29. (Effective 8/1/2024).
      RATIONALE: The items have been approved by the Curriculum Committee and Academic Council. These additions improve the college's educational offerings and support efforts to enhance the quality of instruction.
    • Approved revisions to Rend Lake College Policy 3.1105 – Workweek and Computation of Hourly Rate of Pay for Full-Time Employees, second reading, effective May 14, 2024. This added Physical Plant Personnel to the Non-Exempt Personnel section of the policy. It also added that, because of the nature of their job duties, full-time Physical Plant personnel who are assigned to report to duty during a college weather closure will be compensated at a rate of time-and-a-half.
      RATIONALE: Policy revisions are needed to better reflect the needs of the institution. 
    • Granted permission to terminate Rend Lake College Policy 5.1510 – Cashing of Personal Checks, second reading, effective May 14, 2024. 
      RATIONALE: Rend Lake College Policy 5.1510 – Cashing of Personal Checks, needs to be terminated to better reflect the needs of the college.
    • Approved revisions to Rend Lake College Policy 3.1405 – Victims Economic Security and Safety Act (VESSA), second reading, effective May 14, 2024. This added that, in the event that a family or household member is killed in a crime of violence, an employee may take VESSA leave for the following three (3) reasons:
      1. Attend the funeral or alternative
      2. Make arrangements necessitated by the death
      3. Grieve the death
        Leave for these three (3) reasons is limited to two (2) work weeks, and it must be completed within 60 days of when the employee learns about the death.
      RATIONALE: Policy revisions are needed to comply with new legislation (820 ILCS 180) requirements. 
    • Approved revisions to Rend Lake College Policy 3.1510 – Family Bereavement Leave, second reading, effective May 14, 2024. This added that, up to 12 weeks of job-protected, unpaid bereavement leave will be granted to parents who experience the loss of a child through suicide or homicide under the terms of the Child Extended Bereavement Leave Act (820 ILCS 156).
      RATIONALE: Policy revisions are needed to comply with new legislation under the terms of the Child Extended Bereavement Leave Act (820 ILCS 156) requirements.
    • Approved revisions to Rend Lake College Policy 1.1400 – Meetings of the Board, first reading, effective June 11, 2024. This added that unexpected childcare obligations qualify a member of the Board to not be physically present at a meeting and vote, by voice, by video or audio conference.  
      RATIONALE: Policy revisions are needed to comply with new legislation under the terms of the Open Meetings Act (5 ILCS 120/7) requirements.
    • Granted permission to close a trust account for a completed Capital Development Board project and transfer remaining funds from the Operations and Maintenance Restricted Fund (03) to the Education Fund (01), retroactive to April 12, 2024, the date of the release of the funds. 
      RATIONALE: Capital Development Board Project 810-078-027 (hot & cold water loop project) has been completed, and CDB has released remaining funds in the amount of $15,411.74 plus accrued interest from the trust. The project was initially funded from the Education Fund, so remaining funds will be returned to the Education Fund.
    • Granted permission to issue a request for proposal for the redesign and installation of building signage, campus maps and directing signs for Rend Lake College, Ina Campus. Details about the RFP can be found online at rlc.edu/rfp
      RATIONALE: The current signage is outdated and insufficient to meet the evolving needs of our campus. Effective signage plays a crucial role in enhancing campus navigation.
    • Granted permission to search the used market, obtain pricing, and proceed with the purchase of a used Class 7 box truck. This truck will be utilized for the truck driving program. 
      RATIONALE: Two separate attempts have been made to procure a suitable vehicle through the traditional bidding process. No bids were received. This purchase will be accomplished using funds from the Delta Regional Authority Grant.
    • Granted permission to advertise for bids and award for the purchase of a 2024 Chrysler Pacifica Touring L van.
      Rationale: The current fleet of vehicles are aging and gaining miles. They are becoming unreliable and concerning to send on longer trips. Bid specifications will include the trade-in of our 2009 Ford Focus. 
    • Granted permission to obtain pricing and proceed with the purchase of a used forklift, not to exceed $32,150.00.
      RATIONALE: Our current forklift is aging and becoming costly to repair. It has posed safety concerns and is becoming unreliable to operate.
    • Authorized the purchase of furniture for the Southern Illinois Manufacturing Academy in the amount of $120,753.63 effective May 14, 2024.
      RATIONALE: With the upcoming opening of the Southern Illinois Manufacturing Academy in August, furniture and technology is needed for two classrooms, a computer lab, a robotics lab, the lobby, breakroom, and three offices. The items will be purchased with bond funds from a variety of companies based on quotes received and lead time to receive items by the end of July.
    • Granted permission to accept bids to replace air handler units 34 & 35 in the Advanced Technology Center using Excess PHS Levy Funds for FY24.
      RATIONALE: Two bids were received in response to the advertisement for bids. A & W Plumbing and Heating of Murphysboro is the recommended contractor based on their low bid and serviceability. Total excess funds available to accomplish this Protection, Health, and Safety project is $169,917.37. 
    • Approved the following 2024-2025 Handbooks as provided: Certified Nursing Assistant (CNA), Emergency Medical Technician Basic (EMTB), Emergency Medical Technician Paramedic (EMTP), Medical Assistant (MA), Medical Coding, Nursing, Pharmacy Technician, Phlebotomy, Radiologic Technology, and Studio RLC.
      RATIONALE: The provided Handbooks have been updated to reflect revisions to board policy & procedure and/or updates to processes that have changed within the program. 

    Under Personnel, the Board:

    • accepted, with regret, the resignation of Tonya Odum, Director of Apprenticeships, Community & Corporate Education, effective April 26, 2024.
    • accepted, with regret, the resignation of Sue Harmon, Nursing Instructor, effective May 16, 2024. 
    • accepted, with regret, the resignation of Lauren Turner, Financial Aid Specialist, effective May 10, 2024.
    • appointed Kendra Gregory as Public Information Specialist, pending a successful background check, effective May 20, 2024. Gregory is a 2024 graduate of the Communication Studies program at Southern Illinois University - Carbondale where she was President of the PR Society of America's SIU Chapter. She most recently served as a public relations specialist for the SIU Center for Teaching Excellence, and as a marketing and public relations intern for NubAbility Athletics Foundation.


    Under Financial Information, the Board:

    • ratified the payment of college expenses, including travel expense reimbursements, as presented, effective May 14, 2024.
